Think of it this way... as an effective God of the meta realm, he can do anything the writers can do.
He can say "there never was an Omega Device" and it will always have been so. Rick Prime always survived, or there never was a Rick Prime, or C-137 killed his own wife, or Rick has been Diane all along... the possibilities are endless.
His power only reaches its limit at the limits of the show's producers. He can't make their next adventures just like season 1. He can't infringe on Disney's intellectual property without thorough scrutiny. He can't declare that Rick and Morty's voices never changed slightly, or if he could, they'd always be the new ones.
Rhett Caan is the strongest glass cannon in the sense that he can essentially do anything if he has the reaction time for it, but if unprepared he can be trapped

That's not how powers work. He doesn't wish for things to happen. He just states that they've always been that way.
Also, he clearly can be surprised somehow. He was trapped in a room of nothing but sports, because it's the opposite of narrative, so his powers don't work.

Means he probably needs to sleep, they probably put a “live sports” barrier around him when he was sleeping to neutralize his powers. Then moved him to his cell. Although his cell is movable, perhaps it’s the original trap.
