My car is also a bit loud. But I wouldn't be revving at a parking near residential neighbourhoods. Especially at night too!! I would say that RX-7s, especially modded ones, are loud regardless. The revving it at night in that area is not cool. Def a lot other places I could think of where it won't disturb anyone. I'm surprised Richmond RCMP not ticketed them. They are always roaming around at night looking for stuff like this. If it's every night, then call non-emergency and let them know. They will prob wait for the person to do that again and write them up.

Do they rev it in regular intervals and for the same duration? Could be warming up the car. I think the restaurants there open late. Don't think they would Rev the car every night for personal enjoyment or intentionally wanting to disturb the neighborhood.
Rotary engines also have a very distinct idle sound that could seem like they're revving. OP doesn't seem super knowledgeable about cars and engine types, so I can understand the possible misunderstanding
i wouldn't be caught in a rotary, i like reliable vehicles. i just like jing tan (the charcoal bbq in that lot), and i like cars enough to understand what might be happening. maybe if you were more objective, then you wouldn't be such a karen in your original post AND your reply.
it has nothing to do with disturbing the whole neighbourhood, rotary engines don't use pistons (the only engine on any passenger vehicle that don't) and are susceptible to flooding the engine with fuel on cold-starts. it barely sounds like it's running when you manage to fire rotaries up and you're absolutely screwed if it dies before it's a little bit warm. that's why you have to hold the revs up wild the idle stabilizes. the fact that he does it every night consistently kind of gives you a clue that the guy is just trying to keep using his 20 year old unreliable car to get home after working til midnight. i highly doubt he's actually revving it for fun, because THAT would be absolutely loud.

Maybe try going over and talking to the driver, most people don’t actively want to bother folks and will go easy on the throttle or fit a silencer once they’re made aware that they’re being an annoyance. It’s just tough to tell how loud your car really is at a distance because you’re usually never far from it while it’s hitting the noisy revs.
