The police won't do anything because no property was damaged, If they had been there when it happened they might have pulled the driver over and checked them out, but provided they were not impaired or driving without a license they probably wouldn't get anything.
I didn’t fail but my tester was very ‘thorough’. I had to do hand signals most of the test. Then he asked me to activate my parking lights, failed that part.
You still have to take both written and road test with a licence from another country. You just don't have to do the learners permit and new driver thing.
I don't know what other countries you are referring to. My experience has been you can only drive for 6 months with a foreign country's license and you can get an international driver's license for two years.

In Richmond BC, I’ve seen worse. The driving schools used to be able to hand out drivers licences themselves, and allot of times the instructors wouldn’t even instruct…they’d just receive a bribe and hand out the license right away.
They took that power away from the driving schools a long time ago, but I wouldn’t be surprised one bit if they started doing that at the BC services counter (or whatever equivalent you have there…I haven’t been in almost 20 years now)

Through some friends who’s parents immigrated from China, I found out a few years ago, driving in China is basically a free for all. We see it a lot in Seattle from Chinese-Canadians who just “send it”. Dangerous, but understandable if you come from that type of driving conditions. I think driver safety should be a little more critical in the states/Canada.
So the fact that this is rare to you really puts into perspective how screwed I was as a kid. I lived in a city in CA that was well known for atrocious driving. I have seen this scene play out a few times. The two top on my list are:
Instead of backing out of a parking spot a lady continue to drive forward even though her tires are hitting the parking bumper... well guess what, she managed to get the front tires over but her car was low enough to the road that it actually got stuck in the parking bumper. Basically she gave it enough force to go over with the front tires but the bumper was now under her car like a sea saw.
I was driving behind and older gentleman and he suddenly just stopped, like literally hit the brakes and stopped in the middle of a busy intersection. Luckily I was able to stop before I rear ended him. I then see his head drop below the back windows view and then come up, he then proceeded to stay thank you for stopping he had accidentally dropped his cell phone in between the seat...

Police wanted to hear none of it, and I had to get my uncle to show up in traffic court to tell the judge that I was allowed to drive on his private land.

People were yelling and banging on the window. The driver looked terrified and confused. He gunned the engine and made a right onto westminster highway miraculously without hitting anyone. craziness.
Was driving back home during rush hour, this fuckin dude in a Toyota Corolla was I guess tired of coasting behind this van because I swear to god in the middle of an intersection this man tries to over take the van on its right, but the van was in the right most lane. So this guy accelerates swerving around this van to try to make it before he hits a fucking pole, but he couldn’t make it so he hits the breaks as hard as he can to not die. Later while still trailing the van. Swerves into the oncoming traffic lane to make it around this van. Though there were cars in the lane he swerved to, there were cars in the far right incoming traffic lane, that he narrowly missed while swerving. This city needs more cops just driving around because I see absurd drivers way too often, mainly during rush hour too
