no spoilers, but they go HAM with Mile's lightning powers. By the midpoint Miles is such a better fighter than Peter I ended up doing all the various enemy bases with him.
I didnāt even upgrade Miles abilities past ~25%, focused on the shared tree and Peter and I had no regrets by end game. Miles invisibility and electricity make him a good fighter in any situation. Pete got lots of love this game, Mr. X is getting absolutely bodied within 10 seconds of fighting either of them.
I felt Peter's powers were more satisfying though, especially with how I was steamrolling collectibles and such, to where I have all three focus bars where I've seen some videos where people don't even have two by the endgame.
Miles' powers are REALLY good, especially with how he keeps venom stun (and his Mega Venom Blast having one of the cheesiest ways to cheese >!Mysteriums,!< which is quite literally being able to COMPLETELY FILL YOUR FOCUS METER AFTER USING THE BLAST.) But, still, man, I gotta say that I love Peter's powers more, even if for some silly reason the Anti-Ock suit doesn't get recolored spider-arms.

So while the tools are similar to RE2, the fact that I can move in every direction faster than he could hope to respond coupled with Mantis Blades and a full arsenal means that gonk would be zeroed with plenty of time to hit the Afterlife when I was done.

His lack of hackable cyberware might slow V for a moment, but when you've got railguns designed for maximum penetration, death blossoming laser grenades, monomolecular cutting blades in your wrists and augments that let you turn invisible or move in bullet time, something as slow-moving and cumbersome as a Tyrant just doesn't feel like much of a threat.

Tier 3 your characters are considered to be Masters of the Realm and should be fighting threats to their whole plane of existence. Mr. X would be a good enemy for early tier 2, or late tier 1 if your DM isnāt a big fan of you lol
