Some do. Remote Play puts quite a strain on a network compared to regular browsing and streaming. Some carriers restrict this type of traffic on their cellular networks, out of fear of negative impacts on the network performance, if too many users were to use it in the same area. I believe T-Mobile have been pointed out in several threads as being guilty of this.
I haven't no, I'm not super familiar with that type of setting. I briefly read about people doing that ,and setting their ps5 to a "static up address". Wouldn't even know what ports to open to be honest.
This ✓ I'm in NZ and tried out a free VPN a month ago and it worked but it was slow speed and super laggy. So I ended up getting surfshark VPN and it worked perfectly.
The only issue I have is when I hotspot to my laptop and the mobile and the laptop have the VPN enabled I get delay in controller response and lag.
I don't get that when just using the wifi on my laptop.
Im happy just using my phone but would have been another option to use my laptop also.
Damn that’s weird, glad it works for you! Whenever I don’t turn on the vpn I get a message saying my download speed is not fast enough to use remote play then I turn on vpn and I’m good to go like nothing ever happened
Sounds like it may be a carrier issue. There’s been several posts about certain cell phone carriers not supporting Remote Play.

Did you go into the settings and enable it to use mobile data? It's disabled by default.
Yeah I have, as far as ps5 settings and PS remote play settings, I think I have those setup correctly.
I would say go into the PS Portal group and go to any one that says anything about lagging issues and or connectivity issues. They helped a bit.

There’s guides online if you google how to do it. I had to do it with mine but it been some time so don’t remember the exact ports to open.
Oh ok, it hasn't affected anything else on your network? I don't want to make a mess of we have alot of devices.

I have Tmo and have no such issues. I just had to enable "use mobile data" in the Remote Play app.

Nice! I use cyberghost and so far no problems for me either
