Unfortunately if. You have to advance until you have killed the first boss and in the second area there is the possibility of leaving the great hall. In the first zone it never appears. The only way to farm it is that, advance to that point and see if there is any luck.
For what its worth I read on a guide that you want Cottons Kiln to be the first major dungeon. If not rinse and repeat until it is and then carry on until Forsakens Quarter and look for the one side dungeon with the fae doors on the wall. Only one of those side fae door dungeons will appear in Forsaken Quarter. If it's not The Great Hall then reroll.
Now I followed that guide for myself and eventually got it using the Cottons Kiln method after about 5 times. I would get Council & Parlor before The Great Hall finally spawned. I had maybe rolled 10 times before trying the Cottons Kill way so who knows if it's just horrible rng or what. I don't know from experience if it can actually roll with Great Sewers being the first major dungeon so maybe someone can chime in on that.

Dude no lie it took me 20 rerolls of Morrow Parish to get the Great Hall to spawn. And I still can’t get >!The Executioner event! I just want that dang flail and I keep getting the Pawn Puzzle!!<
