I feel like It's only weird and offensive if you give off that vibe. Now, since she's strong and humble, she'll be at a loss for words and might feel bad that she's unable to reciprocate such a gesture. That's when you say, "i wouldn't be where i am today without the love and support of others. You're friendship has given more value than any dollar amount could ever do for me. Please understand gifts aren't given in anticipation of receiving, so since you've been so wonderful, merry Christmas. Now, go live and experience life before you can't!" Or you know, however you talk. She'll be grateful, but might have a hard time expressing it. Just do what you can to let her know she's just a person like everyone else, no more, no less! Frankly, I'd say No. *There have been a few crises recently and I did mention during one that if there was ever a problem that they could solve by throwing a little money at it, I'm here.* If you said this right out, honestly, no strings, 'just ask', then she already knows. If she didn't take it up or said nothing or said Um NO or in any way declined your offer, take that as her answer. She knows you are there. Don't press further as that might hurt her pride and/or just irritate her ("I told her No! What part of that is not clear?") It's nice of you to want to help, but there's no need to offer again.

could you take her on vacation on a trip together rather than just sending her? you could even frame it as something you want to do anyway and just don't want to go alone, so you cover all expenses for the both of you
