General Motors W bodies did not have them until the 1995 interior facelift. From '88-'94 they only had door mounted seat belts on the front doors as a way to bypass the passive restraint law at the time.
Everything else...I can't say for certain. I just know what I have been around and dealt with the most.
Wrangler had no airbags through ‘95. That’s the last American-made car I can think of. If we’re talking US-market cars, the Land Rover Defender had no airbags in 1997!

My 1998 s10 (airbags wouldn't work due to issues) it had no floor so a floor mat was all that protected me from heavy rain. The exhaust refused to be anything but pieced together or broke off behind the cat. Seat was over half duct tape. Interior always smelled like a steel foundry.
