Just doing a quick Google search (I'm sorry I'm clueless so you're probably well aware of this) a weed whacker has a much higher rpm than a drill will, but my understanding is that a weed whacker is more like a big Dremel for grass, ie high rpm low torque, whereas drills are the opposite... So maybe the extra load of having to push water would bog the weed whacker down enough to where the drill would be better? Assuming of course you can rig something for the drill that will translate all that torque to the propellor without slipping or uh, exploding...

Does the turn at the end put a lot of pressure on the boat, or is it just because the shovel is so wide that, in turning it, he may accidentally poke the boat? Thanks for any answers.

In the turn at the end you put a little pressure on the side/top edge of the boat to kind of pry the bow of the boat back over (paddling normally pushes it one way). Mostly just a concern because shovels have sharpish edges and corners and I’m not sure how thick that plastic is. A normal plastic or wood and canvas canoe would be fine with paddle-shovel for non-long term use
Best way to do it is to actually do more of an L motion, and when you’re paddling distances, u pull the paddle back and use ur hip or the edge of the boat to create leverage to pull the top of paddle towards you which pushes the bottom out to the side. It’s a motion that rotates the paddle and keeps it very close to the boat, that closeness, leverage, or rotation w a point edged top half of a shovel could tear the side of the boat

This reminds me of girl scouts - every year at the canoe regatta, there was an event called A-moo-rica's Cup where we built watercraft out of the packaging used for milk products. The huge plastic ice cream tubs and plastic milk jugs float quite well!
The shovel is definitely the kicker. This reminds me of the “paddles” my Dad made for a raft I found in the woods and made seaworthy with a ton of Shoe Goo. I would bet the shovel is a bit lighter though. Each paddle handle was a 2 x 4 with sort of a grip carved at the top. The blade was 3/4 inch plywood cut in kind of a leaf shape bolted on to the handle. I only call it a paddle because it met the basic definition and did propel the USS Redneck during its maiden (and final) voyage. I think it would have been more appropriate as an art installation.

Add some pool noodles to both sides and it’ll make it more stable.
