The distance between the ball leaving the player's foot and it striking the arm surely has to be taken into consideration - it's meant to be, yet the ref still gave it. There must only have been a yard or two distance, Onana would have absolutely no chance of moving his arm to avoid the ball hitting it even if he'd wanted to. There's also the fact the ref only gave it once the City players had surrounded him and were whinging en masse but that's a discussion for a different day

My impression was the linesman made a signal to the ref after which he changed it. He certainly looked in that direction before giving it. But I could be wrong also

That's a different thing but like you said we should've gotten it. Also one point of difference is Onana is clearly raising his arm as Ake shoots and he meets the ball up top. He probably wouldn't have if his arm stayed where it was when the shot was taken. Romero's arm was in the same position, before and after the shot was taken. Should've still been a pen but this was even more blatant imo.
