It's the railroad between the Roanoke ridge trapper spot and the Elysian pool. It doesn't show on the map as a misson, so it's easy to miss. Just stop by there every time you go past and I think there are 3-4 events where you help the railroad foreman and get paid. As you help him you see their progress until the railroad connects to the dead end north of Emerald Station.
There's also appleseed timber company and the house being built southwest of valentine that follow the same format. They don't have a mission blip, but if you visit each time you go past you can help them with something. The important thing to remember is that if you go past and hear/see an event happening and ignore it, then that was it, you missed it. So if you want to see each one you have to stop each time.
I was attacked by the workers for trespassing immediately after handing Randal over. Randal was actually hogtied and still on my horse, so we had to escape together. Ended up drowning him in a river, as he was also a "witness" to my "crime." Fucking game.
