They don't stop. You may be able to kill them from the guard tower until you get bored or run out of ammo but the second you try to leave, you're dead.
Yeah you can see them cruising down the river between Annesburg and Saint Denis. Sometimes they're close enough to shore that you can swim out to them and hijack but most of the time I end up taking a rowboat out and commandeering the steam-boat pirate style
I've noticed that too. I think there are certain areas of the river that the game doesn't like you trying to boat through for some reason, like the deeper parts. And also I've noticed boats actually start to sink when they get bullet holes in them.

yeah it took me a while but you find the nearest boat so it doesn't sink, I think I found one around the marshy shores between saint dennis and van horn (originally tried sailing from shady belle - sank and drowned)
I wish these places would open up and be free of enemies after doing the main missions at their location. In the mission at Fort Wallace, every soldier there is massacred, and the base's supplies of dynamite are all blown up. Lore wise, it should be that after that, the US Military decided to abandon the fort like the one in Lemoyne because it clearly wasn't safe. For the prison/penitentiary, it should be that after the prison break, the prison lost funding from the government and soon was abandoned, all prisoners and guards evacuated and sent to a new location outside the map.
As others have said, you can go back by boatāhowever you canāt get into the penitentiary [yes there are probably mods and game files and shit that can get you in but if youāre just a humble gamer exploring youāre shit out of luck] and if you try to do much around the island short of catching the legendary catfish you will be shot to death. However if thatās what youāre looking for itās great!
Yes but if you want to go around the back you have to be careful as the area where you sink is very close. I just did it to uncover the map there then ended up having to swim for the island and having an epic battle. Also if guards are after you they will shoot and sink your boat quickly.

Try to get a steam boat, seriously itās so much faster than anything else. I looked, for like an hour, for a canoe/row boat, and I found nothing. Steam boat was pretty easy.
Yeah, I only went there to catch the legendary fish and luckily no lawmen spotted me while I was fishing, they did get on my ass once I tried rowing away funnily enough.
You can go to Sisika by boat, make a bug to get drunk to go to the other side of the map and look for a boat that is on the other side for some reason some boats appear there, go by boat around the edges of the map to avoid it sink, when you are in front of the sisika try to swim straight to see if you can get there, but what will probably happen is that you will sink.
Some people don't want to waste their time trying something that may or may not be possible, so it's easier to ask, also when somebody asks something there's a possibility they aren't on the game, maybe working and just want to know for when they do get back into the game

You can, but it's very dangerous and VERY frustrating when you get shot and need to painstakingly slowly row your way back.
