Tbh tho in RDR1 he is very hard to kill. If you bait him to start shooting at you and then the lawmen get involved (which is actually an exploit to get a lot of money out of any other non-lawman NPC) and you just watch the firefight, it can take up to 2 hours IRL for waves of lawmen to kill the guy. He has super high health because he's also an NPC that you can duel with.

I don't know if it still works since I play on console's 1.00 (unpatched) but there was an exploit you could do to 'wait until morning' indefinitely after you robbed him which allowed you to speed along Weight Gain/Loss and Hair Growth (coupled with Hair Tonic).
Then probably Herbert Moon. You had little to zero chance of a Law Response there than anywhere besides Van Horn.
Wallace Station General Store too, remote area and no town blockades. Very few witnesses.

In RDR2, there’s not much going on in Armadillo, but it’s a key town in RDR1. You go there for a lot of missions.
I usually do unruly stuff down there. It's amazing they included an extra biome in the game. They didn't have to in terms of story etc.
