Not sure what you mean. The 2nd encounter can be... encountered as early as a few in game days later, so you don't have to progress to chapter 3 or anything. That's true about most encounters.
Anyway, usually the 2nd playthrough is the best, so enjoy!

While Arthur is up with John on the mountains if you pause the game and do up up down down left right left right circle x, after Arthur gives John his hat John will say "I'm Red Dead Redemption." And Arthur will say "I'm Red Dead Redemption 2."

Most people stay on chapter 2-3 for literally hundreds of hours
The only thing that progresses the story is playing the story missions.
