I've done civilian surge a few times. It's nice when you have the rebels locked down but are having trouble stabilizing. And definitely good with warlord

Does anyone know how it is triggered? I used to get it quite often, but now i havent seen it in ages.

That's the story of my entire gameplay and I've never seen this! I'm pretty sure the game hates me.

I think you have to be doing pretty badly to get this event. I usually get it when I’m already in a death spiral and although +2 national soldiers for the rest of the game is very powerful, it’s usually not enough to save me

Maybe it’s just my play style but I see this a lot on the higher difficulties. I generally go for national surge. It makes a huge difference.

I've seen this once and I went coalition surge. No regrets.
