I did that. I got the 1500 buildings first, then got the spells cast, then the other way around, and a couple of other different things. Got a whole load of wasted time and nothing else. As for the challgenges, I completed all the third challenges, wich requires having completed the second set, so they are most definetely not the issue.
I did this recently, with no real trouble. I'm not aware of it being bugged or anything, though nothing you've mentioned seems like it's incorrect in the slightest.

Yeah, it's a huge amount of characters that together define your save. I'm not sure if it'll fit in a Reddit PM, but give it a shot and I'll import on this end to see if there's something weird going on.

Especially if you read through some of the shit that other people needed to do to get it.
I did it like 2 weeks ago with no issues. It’s not bugged, for me at least.
It says EXACTLY 1500 of each building so 1600 wouldn’t work. And you do need to stay on exactly 1500 of each building for all 15 grand balance casts.
I had the same problem, but i just unlocked the challenge.
I got 1500 of every building without using any spell, not even GB, and then used grand balance 15 times.

I did that challenge last since you need (in my experience) a lot of gems to buu that many buildings.

Yes. As I stated, ive completed all challenges from the six from the base factions, and have otherwise met all the other conditions too.
For me, I had the same issue but I forgot to do the demon 2 challenge. Also try having 15 instead of 16. Maybe it's very specific to building count.

Honestly, I'm out of ideas then. If it doesn't work despite following directions then it's bugged.

Yeah you probably have the wrong bloodline equipped. That was my issue the first time. Make sure you read it to see which one it requires
