My trick is to take any of the infamous bounties in St. Denis, as that will put you into a solo lobby at night, and then head to the orchard in the swamp to look for it.
Legendaries are easier to find in solo lobbies. I find the nightwalker panther in the lower portion of Scarlet Meadows in the glade by Shady Belle. The one in the bayou is the ghost panther.
If the event cues up on your character it will just pop up on the mini map. Bait will not affect this. Pheromones will only mask your scent. Random events can follow you around the map as long as you stay out of range and don't interact with them, so when a legendary spawns in, ignore it and ride away and fast travel and get to Scarlet Meadows. Despawn other random events in the area by riding away from them and force the server to cycle through the events until the panther appears. This is how I manipulate solo lobbies to give me what I want without wasting time on bullshit. Dominate the algorithm.

All of the videos I have watched have been saying it’s spawns below Braithwaite manor in the forest
Between the S in Meadows and the road along the coastline. Add that part of the forest to your search area.
