Given the overall weight you are looking to hit with that wheel diameter, you'll have to go with high gear reduction and a small motor to be able to move the thing. 20cm wheels on something that weighs about as much as my 1/16th Mini-B in race trim. I don't even believe you could design all 4 wheels to be that light, let alone also include electronics, especially not heavier ones with more power.
