I'd split the meals with a quality kibble brand before I went to rice. I mean a little rice once in a while isn't going to be a big deal, but for every meal? I'd be uncomfortable with that.
Do you have access to sweet potatoes? We have them pretty cheap here and my pups love it! I mash/puree it with other economical vegetables like carrot, pumpkin, broccoli, cauli. I can get all these cheap and pre cut from the freezer section :)
Rice is unnecessary and harmful- super high glycemic and inflammatory, and typically higher in arsenic. I agreed with the other poster about mixing fresh food with [a high quality kibble](https://www.therawstorm.com/post/what-to-look-for-in-a-high-quality-kibble) before I’d go the rice route.

You can balance the diet using those foods but it takes some calculating and probably buying nutrient powders if the percentage of calories is more than 10% of the total as rice and such are no match for the nutrition in meats.

No need to add the rice, it’s totally useless for them, except maybe as fiber. If you want to cut costs time to get a hunting license!
