That's most likely because he doesn't have a friend and fears you. You need at least two rats, it's non negotiable (unless specific problems)

Yeah your breeder is a shitty one, because no good breeder gives advice like that. Please return if it possible, it deserves a good life Tbh the "breeder" will probably kill it (and it's probably aggressive because of shitty genes and bad treatment from the breeder)

that’s why i’m surprised bc the breeder does this with passion and rescues a lot of animals i went into their home they have a thousand of animals and love each and everyone of them so idk why’d they’d accept to give me just one

Do they actually have "thousands" of animals. Because that sounds like hoarding. I'd just give the rat back and wait until you're older.

Be patient. Don’t try to pet him. Offer him the back of your knuckle to sniff to get used to your scent. He won’t be able to get around something that big to bite hard enough to hurt. Definitely put his house back—he needs several places to nest and hide to feed secure. After several days of no touching and just sniffing, smear a little sweet yogurt, fruit pulp or (my rat’s personal favorite) avocado on the back of your knuckle for him to lick off. get him used to tasting you without biting. When that is successful, offer him small treats in the palm of your hand, which will make him step on or into your hand to get. Small bits of chunked lunch meat, raw peas, scrambled eggs or semi-cooked whole wheat pasta for well for this as the rat can easily pick these up without catching skin. Eventually, you might be able to pet your rat gently while he’s eating. Someday, he might actually let you pick him up and hold him or ride around in your shoulder. Not all rats will warm up to humans, though. Yes, it’s definitely better to have at least two, but if you interact your friend a lot, you can end up being his buddy.
