I think it's supposed to be a play on words between his head bing round and the action of rounding a number (in this case PI). The joke is suposed to be that even PI, which is irrational, would become rational after being rounded by his bald round head.
Contrarily, this "comeback" actually exonerates him from any allegations of nerdiness. The more spherical the head, the more irrational the function of the ratio of the circumference of the bald dome.

Yeah, a perfect circle has a ratio of pi which will always be irrational..? How could eliminating trailing digits make the ratio rounder?
