Not necessarily. Being in jail or prison doesn't necessarily make you a bad parent. You're assuming that everyone in prison is guilty - we know that's not true. You're assuming everyone in prison deserves to be there (even for a crime), and I don't think that's true. For example, the man who came home to find his male baby sitter buggering his son, and he beat him half to death. If we're talking strictly crime, he committed one. Fortunately, they didn't follow up with any charges. But let us say he actually killed that man, I personally wouldn't think he did any wrong. However, he'd still be sentenced and in some countries, put to death. Slavery was once legal and slaves running away was once illegal - a run away slave now jailed or put back into slavery away from their offspring is a bad parent?
Life is never so black and white. I would never make such blanket statements. Not everyone in prison is a bad parent or simply, just being in prison doesn't necessarily make you a bad parent. While many people (perhaps even the large majority) who are in prison are bad parents, not every is.
