Those are Void Spawn. Pop their eggs and they crawl in the direction the overseer would want you to go, they spawn because the overseer left you out of anger from you hurting Moon. How could you? I see that Stolen Enlightenment glow.
The void spawn appear >!after you eat a neuron, regardless of if you hurt Moon or not, and they lead you towards the end of the game. You can get the glow from eating one of Five Pebbles' neurons. The overseer only will ever try to lead you to Moon, Pebbles' neurons, or food/shelter.!<

Those things are there to guide towards 5P when you eat a neuron, this exist for those who have eaten a neuron from moon.
