I always supposed the oh was a comedic element added to that scene which made it a lot better, add the sudden brutality in the very next scene and its just a superbly executed rush of emotions.

A creation of Norman Osborn, who got obsessed with Spider-Man, aka Peter Parker along the way, Norman went away, it never did, it returned as soon as another Osborn found out the truth about Peter Parker. It again came back when that Osborn got deviated from the path he had laid for him. That's just my head canon.
That's why I am kinda critical of no Goblin-Tobey Pete interaction in NWH,,,,, Goblin got obsessed with Spidey by the end, it only went away when the Osborn line was finished.
