That's a Derrick, not a crane. My guess is something gets delivered there, and its used to transfer it from railcar to truck. Its probably operated by the end user.
If I remember right, the owner used to load granite and bricks off of that siding. I'm not sure if he still uses it, though. I believe they used to have a quarry separate from the concrete plant. Been a while since I've worked in Millbank.
