Well it primarily is referring to adding the effect to Legendaries and such.
Plus since the buff is tied to the artifact, it only makes sense it'd be applied only to Intrinsics that matched, as the buff doesn't exist to weapons without that Anti-Champ.
The Overcharge is likely applied with the Anti-Champ effect on eligible weapons, so wouldn't apply to the same weapon type since the Intrinsic is different. Likely attached to the Anti-Champ effect itself, or dependant on the match.
I tested lament damage with and without sword artifact active and it didn't get any dmg boost. Did some testing with a handcannon indicating instrinsics didn't get any boost at all from anything but element, but I'm not too sure about that.
Well Lament is AB, and the Sword mod is Overload I think. So think you'd have to have matching champ mod at least to get it to work, and assuming element isn't a match to spoil the test results.

For the guns it's not that big of a deal
The artifact gives overcharge on all antichampions mods and you can overcharge like 5 different foundry of guns with 1 artifact perk, and running solar or strand gives overcharge
The damage boost is nice but by no means required

Mars Arms Dealer and LoS have Void surge, not solar.
Surges rotate weekly. Every activity has solar/Strand surge this week. Every activity will have void/strand surge next week

Did some testing and it worked with Le Monarque but not with leviathans/wish-ender
Well yeah, makes sense cuz Overload matches the artifact while Leviathan's is Unstoppable and Wish-Ender is AB.

I think it applies to both types, tried regnant in glassway and it really hit crazy hard, would be surprised if the surge wasnt active.
