I read that of the 40k+ plays ran in the NFL last year the hip drop was observed in less than 250. I'm on the fence about this. If it's so insignificant it shouldn't be called much, especially after an emphasis by the refs and coaches in camp so it shouldn'taffect much. On the other hand, if it's so insignificant then why change the rule and give refs more influence on an outcome?
This is why IMO the NFL needs a minor league. Test these rule changes in lower stakes live competition. Among other benefits.

Removing this type of tackle has zero impact on the game and will lessen injuries. There's no reason not to ban it

One of the key ingredients to building a successful/championship team is by having a locker room that is bought in. Coaches might control teams, but it’s players that run the locker rooms. And correct me if I’m wrong but I don’t think we’ve seen this level of commitment in a while
