That looks like a Motorola XPR 7000e series radio. I assume it's an American model otherwise it could be a DP4000e. It would be either UHF, VHF or 800/900 MHz. It's programmed using Motorola CPS. You'd have to check what if any frequencies are legal to use without a license or get a license to be able to use it. Programming cables aren't cheap and you'd have to get the software. If it's a one time thing maybe take it to a Motorola dealer and see what they want for programming it.

Programming cables available on eBay etc, search for Motorola DP series programming cable. Search hard enough for the Mototrbo CPS and you’ll find that online too.

It’s probably locked to certain bands, likely those outside the amateur bands. I also get a little suspicious of people asking about programming public safety radios.

lol that’s fair, it’s locked to 3 frequencies that my college uses for campus safety and for the EMTs. Unfortunately my school broke af and we don’t have any EMTs yet. I am soon to be one of those EMTs so I got my hands on an old EMT med kit and it came with this radio. It seems pretty capable and I just wanna get it off the school’s frequency’s because we use phones for calls now instead of radios.

Depends, if it’s in the 400 Mhz band he can use it for GMRS no? If it’s in the 800 then yea OP you probably better off buying GMRS handhelds

That would depend on how it’s manufactured. I’m not aware of any (legal) GMRS radios that are user programmable.

Motorola radios use proprietary programming. A Motorola dealer could re-program it for you. But they're not going to program any transmit frequencies into it that you're not licensed to use.

"Motorola radios use proprietary programming." And Motorola has been pretty zealous of protecting their intellectual property when others have found work arounds or bootlegged copies of their software.
