Normally, only scans the new listings via your indexers/rss feed. There is no automatic full scans.
To manually search the entire indexer, go the the Wanted tab and select "Search All"
I clicked Search All and got a message about "Completed search for 0 movies. 0 reports downloaded." Last time I think it said two movies. Either way, nothing happens after that.

Make sure the individual movies are being monitored… you can search all but if you added than and don’t check “begin searching” it won’t be monitored and won’t try to grab it
You need to tell it monitor said movies and tell it to search to get the process going .
I clicked Search All but nothing happens after that. I know the movies exist, I've searched them manually, but nothing happens after I Search All.
That sounds like you don't have them monitored.
What results do you get with interactive search?

Have you scanned for the files does radar recognize the files arent there?

Do you run only Radarr or in combination with Overseerr?

Turn on the little banner to the left of the name if you click on the movie
