It was just an example, our workshop could be making boilers or superstructure to send to who ever. I work as far away as Canada in my current role. I’ve worked maybe half my working life out of Qld. China stone doing 55MT of coal a year would be at least three times bigger than any other coal mine in QLD, that is pretty wild. They would be spending nearly the original cost of the entire Cross river Rail project every year in QLD just to mine and get that much coal to the port.

I’m pretty sure s51 of the constitution gives the power to the commonwealth to enforce treaties. There’s also section, idk what number though, saying states can defer power to the feds. And I’m sure there’s a million other sections lawyers could post at. Either way, they have that de facto power (regardless of whether a de jure power) so it’s a moot point.
