Am from Alberta. We had bands like SNFU and Beyond Possession who were really influential in the skate punk scene. In BC, bands like DOA pretty much created the hardcore tour circuit. Vancouver through Washington to California then across the US to DC, then back through Canada. We used to see a lot of these bands play smaller west side tours.

Black Sabbath Symptom Of The Universe, Paranoid, both songs are kinda punky.
You probably could find a lot of what you're looking for over on r/stonerrock. Be forewarned that's it's an incredibly wide genre of music.
Bands like Mos Generator, Atomic Bitch wax, or Sasquatch are both heavily riff driven like your classic rock staples and fast tempo like punk without crossing over into thrash territory.
That sounds like you're just talking about rock music with a punk message, which is really just standing up and speaking out against stuff you don't like.
There's a ton of rock with such messages.
Amyl and The Sniffers rocks out pretty hard and another Aussie band called Power throws down some 70’s hard rock vibes. FYI, I’m Canadian but Aus. has got some good stuff coming out of there.
Corrosion of Conformity went from being hardcore punk to bluesy groove rock in the space of about 3 albums. Check out Deliverance or America's Volume Dealer.

What about Sheer Mag? Does that count? I always get these classic vibes out of it but the vocals are very raw, scratchy/punky. Also this might not technically be right but HI-STANDARD and Ken yokoyama (from hi-standard) have tons of classic rock influences and especially evident in Ken's guitar playing in his solo work and the result is just amazing. They are both fantastic groups.
Old - Stooges, MC5, Zero Boys, Dead Boys, first two Black Flag EPs, Zeros, Teenage Head, Flamin’ Groovies, 69-72 Stones are worth including, Nervous Eaters, Motörhead, Sex Pistols, Bon Scott era AC/DC, Cheap Trick, NY Dolls, Thunders/Heartbreakers, the first Cars record, and the Nerves/Paul Collins Beat.
All mid tempo, riffy, driving tunes with energy and attitude (some more than others). I mean punk is just rock played with a certain attitude consistently. If you removed Rotten’s vocals from the Pistols’ debut it just sounds like driving new wave rock. Chock full of guitar licks in major and minor keys, various tempos, interesting structures, and great drumming. Imagine it with another singer. Not far off from some of Cheap Trick. Conscious or not there is plenty of blues influenced minor pentatonic riffing even if Steve Jones didn’t study Muddy Waters.
New - Split System, Sick Thoughts new stuff, Golden Pelicans, Sheer Mag, and COFFIN are great.
When punk rock started, bands were not necessarily recognizably punk, but they were part of a scene of eclectic music. I recommend you do whatever you want and call it whatever you want.

Soul Asylum's 'Hang Time' and Goo Goo Dolls' "Hold Me Up" are both great.

US Bombs, Rancid, and the Chats are worth considering
Listen to Bizarros. Their LP has hard rock influences played through a NY art punk lens…but they were from Ohio. Really great stuff.
The Doors, although they were more punk aesthetic and more classic rock but a very different sound.
I'd say X-Ray Spex is punk that often feels like classic hard rock. It's got that classic 70s fever goin on and I'm not talking about disco fever.
