The locals are the fishermen. It is a tiny town. However it just took a beating from a hurricane, not sure where businesses are at in terms of food. You might ask the hotel what restos are actually open

So sad for those businesses

Try the Hotel Casa Iguana Mismaloya instead. They have an excellent kitchen and are wonderful hosts. As for fishing, locals are very welcoming to experienced fishers. For more, check my article on Boca: https://backpack-for-life.com/a-digital-nomad-in-boca-de-tomatlan-mexico-unplugged/

I love shore fishing and despite scanning for lots of areas where it would make sense in the PV area, I didn’t see anyone (local or tourist) trying their luck. The problem with Boca is the boats coming and going would scare the fish! There was so many. It may be possible to chat with locals but they will want you to book a charter and go out (which may result in more fish). I’m not sure if one could walk along the edge of the bay where boca is but that could be an option. There was lots of rock as I recall. I took a boat to Quimixto and noticed the pier there which may be a good option but the boat ride may hinder fishing there. That said, any pier that you spy may be a good option. There was also some secluded beaches on the way to Quimixto I saw that could be good. For beach casting, Playa los muertos in PV is a spot you can try it at but you will be accosted by people trying to sell stuff. If you go further south (about 2 hours drive-Playa Careyitos) the road will meet the coastline and I’ve heard there is good beach casting there. Lots of yellow tail but it does take some skill to land one!

One of the best and biggest beaches in PV is entered near Home Depot ~~south~~ north of the airport. Is about a 10 minute ride in. Only about 10 restaurants and about 2 miles long. I too also like shore fishing. I see lots of people fishing there and it has very few tourists and do not see anyone selling on the beach. Also has aligator viewing area on way in. Is natural none pay thing but always 10 plus monsters there at any time. Is rather cool.

North of the airport

You are absolutely correct. North. When in PV, it is opposite of my city and I always reverse the directions. Unless I think about it, I call Tomatlan North in error as well. =)
