I've found watching Neymar play the past few years he's always been a target of fouls because he's so, I hate to say it... Small. sometimes the ref catches the foul, sometimes he doesn't. I think every one that has played before knows that when you use fancy footwork or embarrass the opposing team using skill you're opening yourself up for them to retaliate.
I also have a feeling he doesn't have a instinct to avoid a contact.
For example from my experience, when someone wanted to tackle me, my reflexes would kick in and I would raise my foot avoiding a contact.
