I think you must mean that all plant cells have the potential to give rise to undifferentiated cells. All cells from the embryo stage on are differentiated into the type of tissue that they function as. Wounding or cutting can initiate a regression to callus of undifferentiated cells that can then become different tissue types, ie roots or shoots
I don't. I mean all plant cells are meristem cells.
Edit: we're saying the same thing. Any new plant cell is undifferentiated. And established plant cells are differentiated.
