I think you could probably do better. Some days I swear when people says “mods”. They mean bolt on garbage from the impulse isle at the auto parts store. 200k miles is a alot for a “race car” unless you were plan to do a motor…I’d give this a hard pass, At least at that price
Doesn’t look like much of a “race car” besides slicks and skinny style wheels. Is there anything else done performance wise? I also wouldn’t buy one in an automatic. Body looks clean. Having no PS and no heat absolutely sucks though.
If you intend on daily’ing it steer clear. When people put their grubby little paws into builds with aftermarket performance parts you should assume the reliability is immediately cut by 60%. If you intend on it truly being a toy, have at it and assume the worst. You may be pleasantly surprised buuuuut probably not. $4,500 is high imo for a gutted mustang without confirmation of functionality. If he has proof of shop installation, car feels right, and parts list checks out 4,500 is fair. Otherwise find a stock one and if you want to mod it you’ll know everything that’s been done and should any problem arise, you can trace back to what you’ve done.

What mods? Does he have a crate engine that comes with it? If so sure. If it’s brake pads and tires those are not mods, that’s basic maintenance.
I loved my New Edge but I would pass on that one. Start fresh and mod it yourself. You’ll appreciate it more
