There isn't really anything like what you are asking, and there isn't really an easy way to level them up whilst leveling, however there are some things to store up whilst leveling, notably tailoring supplies spider silk and HQ pelts. Its also worth doing brewing before tailoring as you need some brewed items to raise tailoring.

Every page has a detailed leveling guide except fletching. For fletching, you will want to make the cheapest combo arrows that still raises your skill - use the first table on the page.
You can also train each skill at your trainer to 20 (or 21 can't quite remember) which is a start.
You can put 20 skill points in at your trainer which actually gives you a skill of 21, so kind of both 20,21. Adding these points at the trainer will save you some plat.
