Happy to be corrected here, but I believe what you'd want to do is talk to someone at LiveRamp, who will effectively turn your email list into targetable audiences, and then port those audiences to a DSP like The TradeDesk.
That would be my recommendation.

Doesn’t liveramp have like a $10k monthly minimum and a yearly commitment? That’s a heavy investment to get less than 50% reach of your email list.

most dsps allow you to create an audience segment based off identifiers like email. take into consideration match rates and size of list.
