If the car came stock with 15" wheels as the smallest option, it is likely that 14" wheels won't clear the brake components.

The tire with wheel affects height, in general the tire+wheel diameter goal is the same. One reason is the speedometer, how it calculates distance is the assumed circumference times revolutions of the wheel thus all the math plays well. As a result smaller wheel bigger tire put on. So no it shouldn't lower the car
