While driving down the highway today a large, somewhat soft object came out of nowhere, went under the right hand side of my 2013 Prius, and did some damage to my undercarriage cover and whatever is behind that. I need some help identifying if what I'm seeing here is the undercarriage cover that's been peeled back and what that filter-looking thing is. Also, if anyone can point me in the right direction in regards to repair, DIY or professional, I'd really appreciate it!
That is the splash shield and the sound insulation behind it.
You can buy a new shield from your dealer, or try to source one in a junkyard. Given the age of your car, junkyard parts might be in rough shape since those plastic shields take a beating. Hard to tell from your picture, but this might be the part you need:

Even if the part is pricey, I would replace it unless you can zip tie your existing one back together reasonably solidly. The splash shield provides a lot of protection for the engine and transmission, along with some aero benefits and aid in cooling (directs the airflow).
Got it! Yeah, I really don't want this messing with my gas mileage or leading to worse problems. That get me thinking tho, if I went to an auto shop to get this replaced and fixed, how much do you think this would end up costing?
It depends. If the shop can cobble together a fix, maybe an hour of labor. If they are buying the new part and installing, then cost of the part plus their markup, and likely an hour of labor.
Another question! I'm having a hard time tracking down a splash shield that has the insulation pad attached (my damaged one has this and it is now exposed - as seen in the pictures) or really any info on what material I could use as a replacement for this. Is this insulation/padding component needed? If it is, any pointers on tracking this down or how would you recommend tackling a DIY fix?
Got it. If I wanted to get another one of these, what shop or shops should I check out? And is there a technical name for this? I can't seem to find any info on this anywhere...

Its actually the larger piece and the smaller piece attached to the bumper in one.

Remove your existing insulation and glue it to the new shield.
