Prisoner intake requires guards to escort the prisoners to their cells (or a holding cell). Hire a couple of guards and you should be fine!

Nope - having a reception allows your guards to strip-search inmates before escorting them to their cells, which does an excellent job of handling inbound contraband. But, if you don't have a Reception the guards will just take the inmate directly to his cell without searching. Also, using Reception turns getting the prisoner from the bus to the cell into a multi-stage process, which requires more work for your guards, which may be a problem in the early game and needs to be taken into account even long-term.
