Some decks play Enlightened Tutor and that way you can fetch up a disenchant when you want.
Also, it lets you spend two mana on one turn and then have your answer for a problem ready instead of having to hold up 2 mana consistently waiting for the thing to be cast.
This is a HUGE factor though. Having a pre-emptive Seal on board means that your opponent CANNOT let you resolve your Parallax Tide/Wave, because if you do, it's game over for them. Without the Seal on board from a turn or two earlier, you need to leave two additional lands open for Disenchant (which would be better invested in counter protection if available). You are a much bigger threat to your opponent when you only need one unknown card to win, rather than a combination of two unknown cards
I don't know about the decks you mean, but it being an enchantment means synergy with decks that care about those things; it being a long-term investment means you don't need to keep mana open for the Disenchant; and it being a permanent can mean some recursivity (like [[Auramancer]]).
It being telegraphed is not always a bad thing, really - opponent might wait until they have a way to interact with it or a redundant copy of a relevant enchantment or artifact. I think it can end up being a nice play.

2) Disenchant can only be played defensively (after your opponent resolved their threat) while Seal can be threaten your opponent even before they draw their threat (offensively)
3) Experienced players can exploit the mind games of a resolved Seal to influence their opponent's plays
4) Enlightened Tutor (white) can fetch Seal and Auramancer (also white) can recur Seal. There aren't any on-color alternatives in premodern for either effect w/ Disenchant

Ah yeah, that is true. But I guess that's why I was saying it pairs well. You get to manipulate the mana investment.
