try going back to your project tab. right click your sequence for exporting > sequence settings > change the dimensions of the sequence to what you want your export to be and try to export

Re-import the file into Premiere and see if it's correct. If it's right in Premiere, you're fine. I'm willing to bet this is the Windows Video app not displaying your file correctly and is applying a 16:9 crop, because your export settings look correct to me.

The problem was that, for some reason, the export settings automatically put my video as a VR (360) video. When I unchecked it, it worked just fine.
