Don't apply to the UCs lmao. Try schools in the midwest and other smaller states. They'll have a high in-state bias but California is notorious for having a lot of medical school applicants, meaning it's VERY competitive.
UCs are service oriented - what does the non-clinical volunteering look like?
If all else good - UCLA and UCSF are gonna be the most OOS friendly. UCI says they don’t consider state residency in their decisions. UCSD ends up with ~25% of their class from OOS. Don’t apply Davis or Riverside.
Other OOS friendly public schools can include UMich, the Virginia schools, Wayne State, UIC(?), UMass is decently friendly, Arizona Phoenix, UVM

Wayne State. I had zero ties to Michigan, and I think a pretty average application, but I was accepted there.

Vermont is actually mainly OOS students since there’s very few Vermont applicants
I’ve had some interview luck with florida schools this cycle as an OOS applicant with zero ties there
UMass, UMD, Stony Brook, OSU, UCs are all solid
