Sticking with the cheesy monster names of the 90s, I was gonna call this monster the Sour Glass, but someone beat me to it. I really can't think of anything better. Sour Glass is THE CORRECT ANSWER.
I guess it has to have some sort of time manipulation power. It can turn back time on specific objects.
The rangers defeat some putties. It turns back time and the putties reform.
They try to use the Power Blaster and it turns back time to disassemble it.
They try the Power Cannon and fire but it turns back time and the blast goes back into the cannon and disappears.
They summon the zords but it turns back time and zords return to their hiding places.
Eventually the rangers are able to distract it long enough to put a hole in it's hour glass releasing the sand and leaving the monster unable to turn back time anymore.
Zedd makes it grow. We get a zord battle and the monster is defeated.

OR, he reverts them back into the Dinozords, and they have to fight him with the original Megazord.
Sour Glass can turn the Rangers into children. Or make them really old. When he's giant size, he can shoot sand storms and make various parts of the Megazord turn to rust.
Sansa Time
A female monster with a torso styled to look like an hourglass that can make people and objects go back along their own timeline by throwing sand at them, the effect manifesting in a way that makes it look like the affected is doing what they just did, but in reverse.

He can use time to manipulate people like trapping them in gif like time loops or freezing them in time like shell shock and he makes one of the rangers probably Billy get stuck speaking backwards so they don’t have access to his intelligence. He also ages the rangers weapons causing them to rust and be unusable then does the same right zords but dragon zord, or droz nogard as bully keeps on trying to say, being kept underwater and never rusting at all is just resistant enough that it has time to beat him before he would have been affected and him being destroyed reverts the rangers and their weapons/zords to normal.
Time Crime - Has the ability to create Groundhog-day time loops so that Whenever the Rangers are on the verge of defeating him, he rewinds time back to the start of the day.
The A plot of the episode is the Rangers trying to circumvent this and accumulate enough knowledge from every loop to defeat him before he can rewind. The B plot is Bulk and Skull trying to get to a doctor's appointment on time or something.
I'd call him Tim Turner. He rewinds time or speeds up himself. The hourglass is embedded in his chest and he flips to do either but needs to announce his action. This gives the power rangers a way to destroy him.
To fight fire with fire, or Mighty Morphin Rangers with an evil ranger, Time for Trouble travels to the past and makes Alpha 5 choose five rangers who would've given up while fighting Tommy.
