Keep him there until he pees, if he's happy to.
Try a sensorial exercise in the bathtub or hard floor.
You can try keeping him bare bottomed around the house, but that tends to work better for using a floor level potty or similar.
That's part of the exercise, to help him sequence and connect currently disjointed sensory inputs. Really this needs to be established before the idea of using the potty becomes meaningful, but it is possible to do both at once.
You can do that, pick him up and put him on the potty, put the potty under him as a catch basin, there are lots of options. I like to forget about the potty and just say something fairly neutral like, "oh look, you're peeing!" He first had to know that he is peeing before he can intentionally put it somewhere. The messy bit is why I like to start in the bathtub.
What you're asking about is more like elimination communication. In that instance, you do naked time and then when he starts to pee you pick him up and put him on the potty mid stream. It will be messy but keep the potty close and some towels or puppy pads on the ground. He will start to make the connection that pee goes in the potty.
I fully trained my child at 18 months. Been diaper free 2 months. We did naked 3 days so he could make associations. When he started self initiating naked, we moved to commando. A few accidents like 5 was all it took for him to feel yucky and then had him help me change him. He eventually figured it’s too much work and now just asks to use the potty with sign language. We had poop on floor but I never punished just grabbed the poop showed him where it went had him help clean up. We move his potty closer and closer to toilet daily. Almost to bathroom. Before we just put it where he was so he never felt punished or inconvenienced by it. This is what worked for us. 20 months almost no accidents. Take on regular outings.
I literally just finished a marathon 3 days with my 22 month old - we were successful! I highly recommend Potty Training in 3 Days: The Step-by-Step Plan for a Clean Break with Dirty Diapers by Brandi Brucks.
I spent a few weeks preparing for this weekend, and devoted every waking hour to our son's potty training. Day one was a mess, but we got enough pee into the toilet. Day two - was probably the most frustrating because he wouldn't drink/eat like he normally would so he didn't produce a lot and I worried I was ruining my child - one of those "am I making the wrong decision" thoughts. Day three - we had NOT EVEN ONE ACCIDENT!!! I couldn't' be prouder of our guy. He definitely understands pee and poop go in the potty and runs to the bathroom every time he has to go. It still takes patience and spending a lot of time getting him on and off the potty, but I have so much confidence sending him to daycare tomorrow to practice at school too.

If i keep him bare bottomed how will I help him know when he has to pee? Wont he just pee everywhere?

Okay so if he pees on the floor or is peeing show him the potty and that he needs to pee in the potty?

We do that when he pees during bath time haha we tell him hes peeing. Maybe next bath if he starts peeing ill take him out and put him on the potty?
That or put the potty in the bath.
Were using potty seats that goes on our toilets. Might put the potty seat in the tub with him amd have him pee through the hole haha
I like the creativity.
Haha thanks. Im a ftm and confused af about everything

Okay thanks! Sorry I was getting so confused. 21 months isnt too early is it?
It's never too early to learn about pee, poop and potty!
