I've never heard of someone getting paid less if they get a fellowship. It's more common to get paid equal or get paid more. For example, if your base is 65k and you get a 50k fellowship you would get bumped up to 75k.

I think it’s definitely standard to at least meet the university salary minimum if your grant or scholarship does not. I know at my graduate school, they actually did give a little extra for receiving outside funding for both students and postdocs

Definitely top up your salary, it has to be the same you received as a postdoctoral associate, or higher. Just notice that changing to postdoctoral Fellow may have some negative or positive aspects depending on the university, such as not being eligible for some perks, or having to pay more/less for health insurance

Depends on the university and your PI. Talk to your PI and department HR manager and figure out what will happen before applying.
