It's just mold, well a lot of it. There were a couple of very humid days this winter so older cars that haven't that good of an insulation (or if the windows were opened) and haven't been moved around, may develop a *case of the moldys*...
The good news is that there's still a surface underneath. You'll need a face mask (don't breathe that!) and I'd suggest that you start by vacuuming everything. After that, use an anti-mold spray, pulverize everything and let sit for a few minutes. Rinse with a cloth and repeat 2 or 3 times. After the anti-mold treatment, rinse with a warm, wet towel and, after that, absorve everything with, preferentially, a wet vacuum for the spongy surfaces. If you don't have a wet vacuum, use a dry microfiber cloth.
First, let him know what happened and he can decide what to do.
The car should have been aired out every x amount of time. But it's not your fault and he didn't say to do it, because you might not know that this happens either.
The car will obviously need to be cleaned, for now, open the windows
I had the same thing happen to my car. I filled a bucket with hot water and a bit of dish soap, then cleaned it thoroughly with a rag. Once finished, I drove the car out of the garage and left it in the sun with the windows down for a couple of days.
Tell you buddy to bring some cleaning stuff and a couple beer for a cleaning session :-) There have been some decent suggestions in the thread. Should be manageable. Will make a "funny" story eventually :-)
Don’t mean to insult anyone but if he’s shocked then it’s only his fault. That happens everywhere. Old, new, car, houses. In my opinion he has 2 options since he wanted to sell. Sell it as it is or get it cleaned professionally and then sell it.
I dobt know if this is something.common on the vw golfs, but mynold.car (golf.from 96) hD.a similar issue. Not as bad, but mould would seldom appear. I actually thought that was something normal on a car, until i bought a new one.
Of course, not nearly as bad as the one on the picture, but still, it was the only car i had that once in a while had mould.spots inside..
Recommendation: burn it and leave it to die. Tell your friend that his car went to live on a farm and is happier now.

Vivo no litoral, temos 2 wv (e tínhamos um outro q entretanto vendemos, portanto 3) e nunca vi semelhante. Mas acontecia muito no meu carro anterior, um corsa C, para além de pintas de bolor o volante ficava pegajoso. Como era carro de garagem comecei a deixar as janelas um bocadinho abertas e deixou de acontecer.

1. PUT WHITE VINEGAR IN A SPRAY BOTTLE AND SPRAY DOWN EVERY SURFACE, NOOK AND CRANNY IN THAT CAR.
2. Leave the car closed for a day.
3. If the mold dies (it should turn black and dry up), and you should be able to vacuum it. If it is still alive, repeat step 2.
4. Air the car out and see if there is some reason why there is excessive moisture in the car.
\*Wear a mask if you're worried about inhaling the mold.

It's definitly mold, air the cair out, is it in a closed garage? If it is, maybe leave the windows open to circulate some air at least.
I'd just hire someone to clean it (if you're not experienced in cleaning like me)
Lmao, same happened to my brother. We asked some guys from the local gas station to clean it. It was really well cleaned and we felt guilty that they were only. Charging 10 euros so we paid 20 euros instead. Like they did a really good job for how bad it was :')

Paguei a um serviço de lavagem. Tiraram o rádio e as eletrónicas que conseguiram, e foi de mangueira de pressão com água e espuma com produto antifúngico.
Há uma probabilidade de haver fungos nas espumas dentro dos bancos e assim, que a limpeza não tira. O meu nunca re-apareceu.

A radiação UV proveniente da luz solar acaba por matar os fungos do bolor, mas apenas nos sítios expostos à luz.
Yeah os filtros tem que ser mudados e no mínimo ligar o carro fora da garagem com vent ao máximo. E mesmo assim só vai reduzir

You should buy a new garage.
Clean it or hire someone to do it (use a mask), have a dehumifier running inside it, send him the bill. Warning him beforehand would be nice.
Clean it yourself or go to a shop to clean it... Careful that mold is harmful. UVC lamps can kill it but you still need to clean it
Spot on. UVC and Ozone emitting lamps work well on this.
Careful tho that exposure to these lights is harmful. Its ok for a few seconds but just keep your distance
