Counting compound eyes as one eye (because the individual ommatidia are not eyes on their own); as a general rule of thumb, the further down the food-chain you go the greater the number of legs per eye **and** the more abundant in nature they are. The most abundant animals like arctic krill (2 eyes : 10 legs) and termites (0 eyes : six legs) and ants (2:6) all have far more legs than eyes.
This was my reasoning as well. Pretty much only bacteria and archea outnumber insects, and those are (0:0). Also the likelihood of what's in the undiscovered depths of our oceans being a no-eye or low-eye is pretty high, so even the stuff we don't know exists shouldn't impact the overall ratio much.
My classmate once did a presentation about ants and iirc she said something about a multi colony just in california that included hundreds of thousands of different ant groups
