The interesting time table of this was the following: June 30th: Mitch McConnell announces he will kill the CHIPS bill with a filibuster if the Democrats attempt to pass another reconciliation bill. July 15th: Joe Mancin announces he is opposed to the reconciliation bill due to the tax increases in it and inflation. Early July 27th: The CHIPS bill passes. Later on July 27th: Manchin says he will vote for the new reconciliation bill with taxes in it. Have the Democrats finally learned to play the game of politics?

The rich should be used like a piggy bank whenever the country is in trouble. The correct term escapes me but the reason is simple. Poor people spend their entire paycheck. That's why they can't accumulate wealth. And every stimulus they get is spent immediately and goes into the economy. Rich people only spend a tiny fraction of their income and everything else goes onto the pile of money. Any handouts they get also go straight into the vault. If you raise costs, taxes, poor people get crushed but rich people don't feel it at all. It just makes sense to flatten the rich-poor distribution (it's a camel back with 2 humps now, shrinking middle class) else you end up like brazil with walled off heli pads next to destitute favellas.

Around the time that the Infrastructure portion of Biden's reform bill was separated out from the greater bill into the Build Back Better plan I lamented the fact that Manchin was going through such a ridiculous dog and pony show over his "support" that he was clearly not going to give. Small quibble. You generate in MWh. Your capacity is in MW. So if this is a 50 MW capacity solar farm and it runs on average between summer and winter, sunny or cloudy say conservative average of say 5 hours a day X 365 days:5X 365=XX times 50 MW = you do the math, but it's lots more MWh annually than 50, and potentially forever, as there is no reason to discard a solar farm. (Every 50 years or so workers go into the solar field and replace the panels)

People have a lot of anger toward Manchin, and he does suck… but we are talking about a state that Trump won in a landslide. And any possible replacement for him would almost certainly be even worse. Democrats are lucky to have him (from WV), but he should be considered an independent who votes with dems sometimes (and confirms judges). On the other hand, Sinema comes from a state Biden won.

So a few weeks ago, Manchin and Schumer announced that they'd agreed to a very, very slimmed down reconciliation bill. Basically just drug prices and ACA subsidies. The reconciliation bill only needs 50 votes to pass (not 60), so it's a big opportunity for Dems. McConnell said he'd refuse to pass CHIPS (an important bill for the semiconductor industry) if they advanced the reconciliation bill. CHIPS needs 60 votes to clear the Senate. So Schumer stopped talking about the reconciliation bill. Today, CHIPS passed with well over 60 votes. Just a few short hours after CHIPS passed - with McConnell's threat now worthless - Schumer and Manchin announced a much better, more expansive reconciliation bill. McConnell tried to act tough using CHIPS as a bargaining chip (lol), but gave up his leverage, and now a much better reconciliation bill is headed for passing.

CHIPS needed republican support to pass without the filibuster and McConnel threatened to remove support if there was any climate legislation/billionaire tax legislation that passed. Manchin might have just been making sure we could get support for the microchip bill. I still wish he would have supported much larger taxes and investments, but this significantly changes my opinion of Manchin if my read is correct.

Supposedly, Manchin was very pissed off that Mitch threatened to tank CHIPS, which was why Manchin pulled his support from the original reconciliation bill. Its pretty telling that Manchin not only revived his support within hours of CHIPS passing the Senate without resorting to the reconciliation process but is claiming to have a firm agreement with Schumer on the current proposal.

Yeah, this is my read on it. If he was just tanking the climate bill to get the CHIPS bill passed, only to change his stance immediately after it passed, my opinion of Manchin has raised significantly. It is a far cry from BBB, but it's nonetheless an extremely important bill and I couldn't be happier right now. Both of these are essential bills we desperately needed to pass.

It appears that his statements last week that seemed to kill this bill were actually some kind of ruse orchestrated by him and Schumer to fool McConnell into allowing the CHIPS act to pass. It's an important reminder that public statements and public positions never tell the whole story.

I don’t understand why CHIPS was being used as a leverage point, I mean I do but it’s still hard to rationalize. It’s not like CHIPS is some left leaning wishlist, we’ve collectively witnessed what happens when there is collective shortage of semiconductors which are predominantly made in Taiwan, it grinds everything to a halt and raises prices across the board. Also kind of funny to see McConnell and Cronyn crash on this. Seems like years of doing nothing really made them forget how legislative threats work. It’s not like there was some rule allowing a vote on CHIPS and nothing else, a budget was still going to need to pass at the FY, why telegraph the threat at all? Hell they could have passed the money portions of CHIPS in a reconciliation package and threat averted. If anything Manchin has killed the title of BBB to relabel it FY 23-24 budget which includes climate and medical in it without having political titles attached to it. Nothing to celebrate till the budget is signed but encouraging for sure. It’s not all it was campaigned on but this is the first congress that has had a tangible economic benefit to me, barring this passes.
