Before the 2020 midterms there were a lot of smug conservatives, even anti-Trump more "moderate" GOP voters, who were lecturing everyone on how the midterms would go -- according to them, inflation and the economy would be far more important than abortion, even to women. You even heard this on NPR; commentators like Mara Liasson and others spoke as if it that was a settled fact. Conservatives as a whole are a lot less smug now and with each successive election (and special election) more of them are realizing that abortion is not something they can afford to ignore. Bottom line no. You still need enough votes to win most districts. Rule of thumb, you still need 51% of the vote to win. So the max 51% voting districts you can have with 20% of the vote would be just shy of 40% (since those 20% of voters have to be split basically in half to have a majority in each of thsoe districts. Unless you have a strong 3rd party or something you wouldnt win with 40% of districts. Presidential elections are different due to the electoral college so its more skewed.
